Sir / Madam,
Please follow the guidelines stated below regarding correction in photograph / data occurred during registration / examination enrollment of students for VIII+ / X+ level STC, July ’2012 to December ’2012.
(1) Any request for correction in data (say Name, DOB etc) may be submitted in the prescribed format of “Request for Data Correction in Registration / Examination form” through email to scvet-wb@nic.in mentioning subject line of the mail <CORRECTION_VTC CODE> with a copy to Nodal Centre.
(2) In case where the photograph has been changed after uploading, the soft copy of the photograph (in JPEG format only) has to be sent through email to scvet-wb@nic.in mentioning subject line of the mail <PHOTO_VTC CODE>. The file name of the soft copy of photograph should be “VTC code-Trade-class roll no” Example – “6710-TMSR-09”; otherwise photograph will not be considered.
The above mails will have to be sent within 7 days from the last date of registration.

MEMORANDUM
In terms of rule 12 of the W.B.S.(ROPA) Rules, 2009 the arrears of pay to which a State Government employee is entitled to during the period from the 1st April, 2008 to 31st March, 2009 shall be paid in cash in three consecutive equal yearly instalments beginning from the year 2009-2010.
2. Accordingly in terms of Memo Nos. 3950-F dt. 27.05.2009, 7189-F(P), dt. 02.07.2010 and 8270-F(P), dt. 23.08.2011 the first, the second and the first 50% of the third instalment of arrear calculated as per item No.6 of this Department’s Memo No. 2728-F, dt. 07.04.2009 were released to the State Government employees on and from 1st August, 2009, 1st August, 2010 and 1st August, 2011 respectively.
3. Now, the undersigned is directed by order of the Governor to state that remaining 50% of the third instalment of arrear already calculated as per item no. 6 of this Department’s Memo No. 2728-F, dated 07.04.2009 will be paid to the State Government employees in the month of September, 2012.

Sir/Madam,
As per stipulation under Section 23(2) of RTE Act, 2009 all school teachers who are engaged for teaching in elementary classes shall possess the requisite minimum qualifications as prescribed by the competent authority and if the existing teacher do not have the said minimum qualifications they shall acquire such qualifications within a period of five years from the date of enforcement of the Act.
Now, being authorized by the Ministry of Human Resource Development, Government of India as the academic authority, the National Council for Teacher Education (NCTE) has prescribed the minimum qualifications of teachers vide Notification Nos. as stated above.
The State Government has meanwhile initiated all effective measure to upgrade the qualifications of the teachers who do not possess the same as per requirement of NCTE. It has been decided that enhancement of minimum academic qualifications of Pry. School Teachers will be done through National Institute of Open Schooling (NIOS) and West Bengal Council of Rabindra Open Schooling (WBCROS); and the responsibility of providing Teacher Training Course (D. El. Ed) will be vested upon West Bengal Broad of Primary Education (WBBPE) through open and distance learning (ODL) mode.
Now, this Department deems it necessary to clarify certain points on the relevant issues as furnished below:
1) Teachers appointed prior to 3 September, 2001 shall go by State Government norms and they need not have to up-grade their qualifications.
2) Teachers appointed between 3rd September, 2001 to 31st December, 2005 possessing academic qualification as per State Government norms and completed one yr/2yrs Teacher training course from State recognised Institutions are not required to enhance their qualifications as per note 2 under first schedule to the NCTE (Determination of minimum qualifications for Recruitment of Teachers in Schools) Regulation 2001 dt. 4th September,2001 published in terms of F. No. 9-2/2001/NCTE dated 03.09.2001.
3) Teachers appointed from 01.01.2006 onwards should possess at least 50% marks in H.S. Examination or equivalent (45% in case of candidates belonging to reserved category and Exempted Category) and 2 years Diploma in Teacher Training Course (D. El. Ed.); or should be Graduate from recognised University (with any percentage of marks) with 2 years Diploma in Elementary Education.
4) Primary school teachers appointed after 03.09.2001 having B. Ed or equivalent qualification shall be required to obtain 6 months Special Training to be conducted with the approval of the National Council for Teacher Education.
It is now clarified that any teaching personnel appointed on or after 03.09.2001 having deficiency in the aforesaid qualifications shall have to up-grade his/her academic qualification to the extent of 50% marks in H.S. (45% in case of reserved candidates as well as candidates belonging to Exempted category) if he/she is not a Graduate from a recognised university (with any percentage of marks); and thereafter/simultaneously he/she will have to undergo 2 years Diploma Course in Elementary Education. However if any candidate completes one yr. Course in Teacher Training from State recognised Institution on or before 31.12.2005, another one year’s Bridge Course in Teacher Education shall meet his Teacher Training requirement and same will be treated as equivalent to D. El. Ed.
It may further be clarified that if a candidate is deficient in both academic and teacher training qualifications, he/she will be allowed to pursue both courses simultaneously on the condition that final examination result of teacher training course will be withheld till attainment of 50% marks in Higher Secondary Examination.
It is presumed that you have already collected bio-data of all Pry. School teachers under your control in pursuance of this Department No. 277-SE (P)/10M-6/09 (Pt) dt. 28. 03. 2012. I would now request you to furnish a report on the following points as per proforma to this Department by 17.08.2012 positively.

ATTENDANCE OF TEACHING AND NON-TEACHING EMPLOYEES

Sub: Appointed Hour, Commencement of class teaching, Daily Assembly and Late Attendance of Staff in Schools.
In suppression of all previous circulars on the above points the Heads of Institutions are requested to be guided by the following instructions of the Board.
Head of an Institution and all members of the staff, teaching and non-teaching should attend School at the appointed hour and shall not leave before the School closes for the day.
The appointed hour of a School shall start at 10 (ten) minutes before class teaching. Attendance at Daily Assembly shall be compulsory for all teaching and non-teaching staff including the Head of the Institution.
Late attendance shall be counted from the start of class teaching (i.e. 15 minutes after appointed hour) up to half an hour from it and no staff will be allowed to record his or her attendance after half an hour from the start of Class Teaching.
Head of an Institution may condone such late attendance if he or she is satisfied with the explanation offered by the staff concerned.
One day’s Casual Leave will be deducted for every 3 (three) day’s late attendance in a calendar month. In case the casual leave account of a staff is exhausted and the incumbent concerned comes late he / she shall be asked to apply for one day’s “Half Average Pay” leave for each three day’s late attendance in a calendar month. If he / she fails or decline to apply for such leave or if there is no such leave to his / her credit then he / she will be granted ‘Leave without Pay’ – one days leave for each 3 (three) days late attendance in a calendar month.

MEMORANDUM
Subject: Grant of ex-gratia payment to the State Government Pensioners.
The undersigned is directed by order of the Governor to say that in order to provide some relief to the State Government Pensioners during the ensuing festivals, the Governor has been pleased to decide that all State Government Pensioners including the holders of provisional pension who retired prior to 30.9.2011 and also the pensioners who retired or died after 30.9.2011 but prior to 01.09.2012 and whose basic pension plus relief on pension as on March 31, 2012 did not exceed Rs. 22000/-(Rupees twenty two thousand) only and are not eligible for ad-hoc bonus shall be paid an ex-gratia grant of Rs. 900/- (Rupees nine hundred) only in lump per head.
2. The charge is debitable to the head “2071-Pensions and other retirement Benefits-01-Civil-800-other Expenditure-NP-001-fund required for meeting other expenditure-V-04-Pension / Gratuities” during the current financial year.
3. The ex-gratia grant sanctioned herein will also be admissible to:
i) The holders of family pension, ex-gratia family pension and adhoc family pension
ii) Pensioners (including widow pension holders) who draw their pension sanctioned under French Pension Rules
iii) Holders of extra-ordinary pension and
iv) Holders of ex-gratia pension.

The benefit will also be admissible to the pensioners of the undivided Government of Bengal and the pensioners of the erstwhile East Pakistan (now Bangladesh) Government who migrated to West Bengal and are receiving pension under “Provisional Payment of Pension Scheme”.
4. The ex-gratia grant sanctioned herein will not be admissible to the special categories of pensioners, such as:
i) Pensioners who have migrated from Pakistan
ii) Political Pensioners
iii) Special Pensioners
iv) War Risk Pensioners
v) Pensioners governed by the All India Services Rules.

5. The benefit will also not be admissible to those who are entitled to ad-hoc bonus sanctioned by the State Government and those who are employed/re-employed under any Public Undertakings/Statutory Bodies under the Government and are in receipt of bonus or ex-gratia payment in lieu there of during the current financial year.
6. State Government pensioners who draw their pension through Public Sector Banks will get this ex-gratia grant through their respective Bank Accounts. The Principal accountant General (A&E), West Bengal will issue an authority for this purpose to all such Banks under the Kolkata Payment Scheme immediately on receipt of this order so that the pensioners may draw the ex-gratia grant immediately to make their commitments for their festival. The Treasury/Sub-Treasury Office will take appropriate steps for issue of cheque to the respective paying branches of the Banks and Post Offices, so that the pensioners receiving pension through Banks and Money Order get the payment of ex-gratia immediately to meet their commitments for their festival. No authority of the Principal Accountant Genera) (A&E), West Bengal will be required for this purpose.
7. Subject to para 6 above, this order will also be applicable to those who are eligible for this ex-gratia grant but whose pension/family pension has not yet been sanctioned. In their cases and in the case of persons who are drawing provisional pension, this amount of ex-gratia will be drawn by the authority competent to draw provisional pension in the same manner as the amount of provisional pension is drawn by him. In their cases, the facts of payment of ex-gratia grant should be intimated to the Principal Accountant General (A&E), West Bengal at the time of forwarding their pension papers for final sanction of pension.
This benefit of ex-gratia grant of Rs. 900/- per head as has been sanctioned in this memorandum for the State Government Pensioners will also be allowed to the teaching and nonteaching Pensioners of State aided Non-Government Educational Institutions and Pensioners of Panchayats, the Pensioners of Municipal Corporations/Municipalities/Local Bodies and other Organisations for whom pension is authorised cither by the Accountant General, West Bengal or the DPPG, West Bengal. In such cases the respective Administrative Department may sanction the benefit of ex-gratia payment @ Rs. 900/- per head this year to the pensioners concerned under their control without making any further reference to Pension Branch of this Department.
The payment of ex-gratia as sanctioned herein above should be made in between 10th August, 2012 to 17th August, 2012 for the Muslim Pensioners / Family Pensioners and other than Muslim Pensioners / Family Pensioners the benefits should be disbursed in between 5th October, 2012 to 12th 0ctober, 2012.
